Regeneration vs recession

So we currently keep hearing about this lovely recession and how we all need to watch what we are spending, as we are still a long way from getting out of it. But what sort of impact does it have on re-genration ?
Do we just stop developing as a country, or is this merely an opportunity to create further jobs and help the unemployed out. Although if we are to create jobs does this not rely on there being funding in place to allow this to happen ?
The government are keen to get people back into work with the unemployment having risen sharply over the last 10 years, so by creating initiatives to get people back into work they can not only reduce the figure but also improve areas that need development that would have to otherwise wait due to funding cuts.
